Transmission rates found online - accurate?

One site listed the transmission rates of M>F who abstain from intercourse during an outbreak as "10% per year" - and that rate gets cut in half with condoms, and in half again with antiviral.

10% per year? What's that even mean? Having sex "regularly" for a year?

That seems awfully low given the supposed % of the population that is infected and what I've read here.

Thoughts?

I read in a study published on Bloomberg while i was looking for some share prices. It said that hsv2 is constantly shedding, although they have not yet found out whether there are infectious cells all the time. 10% per year does seem a little low.
