Could this be Herpes???

I’ve already gotten two negative swab tests on other suspicious areas on my shaft and they both came back negative. About three weeks ago at the beginning of all of this noticed dry skin just below my scrotum. Today, without any specific itching in the area I️ just decided to scratch off the dry patches that remained and now they burn slightly and are irritated. Let me know if you think this is herpes. Thanks

I’m by no means a doctor but it looks like folliculitis or some sort of rash.
