It may be the first one in the field. Don't read into the comparison of Valtrex too much, it is just a baseline. 

Valtrex vs. Our Product is a great comparison and a realistic measure for people to compare to.

but if the effectiveness is not as good as valtrex, they may just drop the trial? Wasn't there another clinical trial that abruptly stopped after 2nd phase? I remember reading it somewhere, that the company decided to drop that project, since the effectiveness is not as what they were looking for.

Remember, comparing things to acyclovir doesn't necessarily mean they expect it to be 'comparable'.

      Regarding Excision BioTherapeutics, apparently in animals. Here's their pipeline. https://excisionbio.com/pipeline/ Note that they are expecting to go to human trials second quarter of this year. We'll see if it happens since these pipeline dates often change. By the way, there are also other companies making progress for an HIV cure.

      There is no evidence that is the case, it was a belief but has never been shown in vivo. And even in vitro, a lab, the results are inconclusive as to whether arginine has any impact, beneficial or adverse.
